If you’re good at switching ammo preemptively, you could probably forgo EL and use either my hybrid build or my clan mate’s with either PM or IFA (although IFA is more an open water skill for randoms over one for competitive). One of my clan mates runs EL and drops JoaT and the other 1 point skill for BoS for a dedicated competitive build. Using Halsey, but the improved skills are the same for him and the Doe brothers. PT, PM, JoaT, improved EM, AR, SI, RL, CE. If you don’t have the LM or don’t want to run it (and you should - it’s quite good for competitive and lots of fun in randoms), use reload over range, so if you ever decide to use the LM you’re not stuck with having gotten used to the extended range. Propulsion mod 2 is pretty much required for the typical DM playstyle (mostly island hugging and close cap control) for competitive and even for randoms. I like to play with my throttle a lot and and be able to reposition faster. Just a difference in play style, Vigilance is certainly good too. Tank and guns focus all the way for me on ships like Iowa. If you don’t have the coal radar mod I’d use damacon 1 in the second slot or switch to the upcoming engine/rudder mod that’s coming in 9.2 or 9.3. I would suggest Brisk in particular would be much more useful if replaced with Vigilance. Main Armaments, Radar mod, Aiming Systems, Propulsion mod 2, Concealment, and LM. My build (and it’s a hybrid competitive and random build, although it still ticks pretty much every box you’d need it to for competitive):
